1963 yılında İzmir’de doğdu. İzmir Gazi İlkokulu, İzmir Saint Joseph Ortaokulu ve İzmir Atatürk Lisesi’ni bitirdikten sonra Dokuz Eylül Üniversitesi Pazarlama Bölümü’nden mezun oldu.

Özgener, 1987’den bugüne ‘Öz-Ege’ firmasıyla tütün sektöründe çalışmalarını sürdürüyor. Halen ‘Vosmer Otomotiv’ şirketiyle otomotiv ve ‘Artı Üç Yapı Sanayi’ firmasıyla da inşaat sektörlerinde de faaliyetlerine devam etmektedir.

1999’da Ege Tütün İhracatçıları Birliği Yönetim Kurulu Başkanlığı’na seçildi ve 2018 yılına kadar bu görevini sürdürdü.

2001-2003 ve 2006-2008 arasında Ege İhracatçılar Birliği (EİB) Başkanlar Kurulu Başkan Vekilliği görevinde bulundu.

2006-2008 döneminde Türkiye İhracatçılar Meclisi (TİM) Başkan Vekili seçildi.

1980’li yılların başında Altay Spor Kulübü altyapısında spor yöneticiliği yaşamına başladı. 1994 yılında Altay Spor Kulübü’ne ‘Başkan’ oldu ve takip eden yıllarda üç farklı dönemde bu görevi yürüttü.

2004-2006 yılları arasında Türkiye Futbol Federasyonu (TFF) Yönetim Kurulu Üyesi olan Özgener, 2008 yılında Türkiye Futbol Federasyonu Başkan Vekili seçildi. Federasyon Başkanı Hasan Doğan’ın hayatını kaybetmesinin ardından vekâleten ‘Başkan’ seçildi ve Ağustos ayında gerçekleştirilen seçimleri kazanarak, Futbol Federasyonu Başkanlık görevini 2011 yılına kadar sürdürdü.

2018 yılında İzmir Ticaret Odası Yönetim Kurulu Başkanı, İzmir Ticaret Odası Eğitim ve Sağlık Vakfı Yönetim Kurulu Başkanı ve İzmir Ekonomi Üniversitesi Mütevelli Heyet Başkanı seçildi.

Özgener, Türkiye Odalar ve Borsalar Birliği’nde (TOBB) 2018-2023 yılları arasında Yönetim Kurulu Üyesi olarak görev yaptı.

2022 yılında yeniden İzmir Ticaret Odası Yönetim Kurulu Başkanı seçilen Özgener, İzmir Ticaret Odası Eğitim ve Sağlık Vakfı Yönetim Kurulu Başkanlığı ve İzmir Ekonomi Üniversitesi Mütevelli Heyet Başkanlığı görevlerini halen sürdürmektedir.

İngilizce ve Fransızca bilen Mahmut Özgener, evli ve 2 çocuk babasıdır.

Mahmut Özgener was born in Izmir in 1963. After graduating from Izmir Gazi Primary School, Izmir Saint Joseph Secondary School and Izmir Atatürk High School, he studied Marketing at Dokuz Eylül University.

Özgener has been working in the tobacco sector with the company ‘Öz-Ege’ since 1987. He currently continues his activities in the automotive sector with his company ‘Vosmer Otomotiv’ and in the construction sector with his company ‘Artı Üç Yapı Sanayi’.

In 1999, he was elected the Chairman of the Board of Directors of the Aegean Tobacco Exporters’ Association and maintained his position until 2018.

He served as the Deputy Chairman of the Board of Directors of the Aegean Exporters’ Associations between 2001-2003 and 2006-2008.

He was elected as the Deputy Chairman of the Türkiye Exporters Assembly in the 2006-2008 period.

He started his sports management career in the Altay Sports Club infrastructure in the early 1980s. He became the ‘President’ of Altay Sports Club in 1994 and served in this position in three different periods in the following years.

Özgener, who was a member of the Board of Directors of the Turkish Football Federation (TFF) between 2004 and 2006, was elected as the Vice President of the Turkish Football Federation in 2008. After the Federation President Hasan Doğan passed away, he was elected as the acting ‘President’ and won the elections held in August, which enabled him to continue his duty as the President of the Turkish Football Federation until 2011.

In 2018, he was elected as the Chairman of the Board of Directors of the Izmir Chamber of Commerce, the Chairman of the Board of Directors of the Izmir Chamber of Commerce Education and Health Foundation, and the Chairman of the Board of Trustees of Izmir University of Economics.

Özgener served as a Member of the Board of Directors of the Union of Chambers and Commodity Exchanges of Türkiye (TOBB) between 2018-2023.

Re-elected as the Chairman of the Board of Directors of the Izmir Chamber of Commerce in 2022, Mahmut Özgener currently serves as the Chairman of the Board of Directors of the Izmir Chamber of Commerce Education and Health Foundation and the Chairman of the Board of Trustees of Izmir University of Economics.

Mahmut Özgener, who speaks English and French, is married and has two children.
